That no person being a Proprietor in any Sheading Parish or Town
to any Amount, be intitled to more than one Vote in any such Town Parish or
Sheading

That in case there be no Candidates for Election, in any Sheading
Parish or Town, It shall and may be lawful for the Electors, or Persons
qualified to elect, or for a Majority of them, to nominate and appoint
some fit Person (duly qualified as aforesaid) to represent them, under
certain fixed penaltys

That at the General Election, or on any particular Vacancy arising
from Death, Appointment under the Crown, or otherwise, Writts or Precepts
be issued from the Governor to the several Coroners of Sheadings, or Officers
of Parishes, and High Bailiffs of Towns for an Election at a particular time
and place of which public Notice to be given some days before

That the House of Keys when formed, be summoned by the
Governor once in every Year, or oftner if need be, to attend on public
Business at Castletown
