It is therefore enacted that no Land owner shall dispose of any da[...]
without the special Lycence of the Lord or his Governor & two of the
Principal Officers of the Isle. And also by another Statute in 1645
It is declared & enacted that no Person shall convey his Lands but in
Case of Poverty or for some other just Cause or Reason made known
to & approved of by the Lord or his Governor and Officers as aforesaid.

In behalf of the Crown it was alleged that it doth not appear either by these
Statutes or any other matter of Record, whether those Powers were granted
and the Deeds committed to the Custody of the Lord in his Sovereign or
manerial Character, And as it is more than probable that they belonged
to the Sovereign being the Superiour Iurisdiction, that the People might
be Inclineable to committ the Custody of their Properties to their Sovereign
