has not attempted to renew his Practice at the Irish Bar
since his Bankruptcy which comes therefore for the first time
to be considered upon his present application for admission to
Practice in the Isle of Man. – The Bankruptcy of M^r Roper
necessarily excites any renewed enquiry as to his Character
& circumstances for altho I do not think that the
mere circumstance of a Bankruptcy every from
misfortune not originating in causes attacking
personal discredit to the Bankrupt would necessarily
exclude to Eden I apprehend that no person can be
vain as to the necessity of a short enquiry into the
transaction & that the production of a Certificate signed
by the Comm^rs & allowed by the Lord Chancellor is quite
indispensable as a preliminary to such further Enquiry
as might be judged necessary to establish that M^r Ropers
Bankruptcy had arisen from misfortune only and that
no personal discredit except that which was undoubtedly
the loss of Propriety attached to M^r Ropers conduct in any
part of the Transaction & I think that satisfactory
testimonials from persons of consideration in the Profession
should be produced to that effect. – In the above opinion I
put the Case most favourably to M^r Roper as I am aware
that a strong opinion is entertained by many that the loss of that
independence of character which ought to belong to those who
practice in the Profession which may be fairly presumed to
have occurred from the Bankruptcy ought to be considered a conclu=
sive[?] such an admission – & if M^r Roper on the result M^r Roper is
admitted the above[?] circumstances & testimonials ought
to be recorded to prevent any injurious prejudice being
entertained by his being allowed to Practice in the
Isle of Man.
