It appears from the above Statement that M^r
Roper has not attempted to renew his practice at
the Irish Bar since his Bankruptcy which comes
therefore for the first time to be considered upon
his present Application for Admission to practice
in the Isle of Man. — The Bankruptcy of M^r
Roper necessarily excites very accurate enquiry
as to ^his Character and Circumstances for although
I do not think that the mere circumstance
of a Bankruptcy arising from misfortunes not
originating in causes attaching personal Discredit
to the Bankrupt would necessarily exclude M^r
Roper I apprehend that no question can be
raised as to the necessity of a strict enquiry into
the transaction and that the production of a
Certificate signed by the Commissioners & allowed
by the Lord Chancellor is quite indispensible as a
preliminary to such further Enquiries as might
be judged necessary to establish that M^r Roper's
Bankruptcy had arisen from misfortune only
and that no personal Discredit beyond that
which was endured by the loss of property —
attached to M^r Roper's conduct in any part of
the Transaction and I think that satisfactory
