nating by his own authority, and under his pri-
vate seal, his Brother to the office of what his
Grace termed, "Deputy Governor."—With no
other warrant whatever, the latter usurped the
office, and executed its functions, till removed
by His Majesty's Ministers, in consequence of
a representation from the House of Keys.

From time to time, the Keys received from
their countrymen warm remonstrances against
their culpable acquiescence in permitting in
silence, their constitution to be overturned, by
the successive introduction of they know not
whom, or by whom, as Members of the higher
branch of the Legislature. At length, in Sep-
tember 1821, the Keys addressed the Secretary
of State, in a memorial, praying that His Ma-
jesty's pleasure might be made known, to what
offices, and by whose appointment, the right to
a seat and vote in Council should in future be-
long. In this memorial (to which they have
not been honored with any answer) they dwelt
on the anomaly of a subject's nominating
Legislators, and Members of the Sovereign's
Council; observing incidentally, that this sub-
ject's interests were often opposed to those of
the Crown and the people.

This observation, taken substantially from a
preceding report of the Attorney and Solicitor
General of England, was then advisedly and
